Are Nicotine Pouches Legal in the UAE?

Yes. Nicotine pouches are legal for adults 18 and over across the UAE. They must carry MoIAT/ECAS certification, bilingual labeling, and a nicotine cap of 16.6mg per pouch, the same certification standard now applied to vapes and devices.
